THE 2026 GLOBAL RECKONING
The “Pay-to-Play” Pipeline, the High-Value Donors, and the Silent Death Toll Under Governor Katie Hobbs
(A continuation of our ongoing coverage. Read the foundational investigation here: The Arizona Judicial Child Trafficking Pipeline: A Special Investigative Report)
As of March 2026, the state of Arizona has been transformed into a “financial playground” where vulnerable children are used as the primary currency. Under the administration of Governor Katie Hobbs, the Department of Child Safety (DCS) has shifted from a protection agency to a revenue-generating machine for political donors.
The following report exposes the full scope of the Hobbs “Child Extraction Economy,” linking over $400,000 in “pay-to-play” donations to the horrific murders of children the state was paid to protect.
THE PROFIT LOOP:
HOBBS AND THE SUNSHINE SCANDAL
The corruption begins at the contracting level. The logic is simple: state-funded group homes provide beds, and the Governor’s office provides the funding.
The Personal Phone Call: Investigative reports reveal that shortly after the 2022 election, Hobbs personally contacted Sunshine CEO Simon Kottoor to solicit a “gold-level” sponsorship for her inauguration.
The Kickback: Kottoor funneled over $400,000 to benefit Hobbs, including a $100,000 donation to her inaugural fund—a fund that remains largely unmonitored—and another $300,000 to the Arizona Democratic Party.
The Payout & The Ransom: In return, Sunshine received a nearly 60% rate increase, jumping from $140 to $234 per bed, per day. Sunshine reportedly secured this by threatening DCS that they would pivot their beds to federal contracts for migrant children if their demands weren’t met.
The Monopoly: Internal DCS messages from 2024 revealed that staff were ordered to keep this rate increase “quiet” to prevent a revolt from other foster agencies that were denied basic cost-of-living adjustments.
The 2026 Investigation: On February 2, 2026, the Arizona House of Representatives officially bypassed the Governor’s influence by hiring Justin Smith (James Otis Law Group) as independent counsel to probe this criminal “quid pro quo.”
THE “RUNAWAY” LOOPHOLE AND THE 3-PERSON INSULT
Evidence suggests the “runaway” label is a deliberate administrative tool used to hide child trafficking and avoid the costs of recovery. By legally classifying a missing 14-year-old as a “runaway” rather than “missing and endangered,” the state bypasses Amber Alert requirements and shifts blame to the child.
The “Phenomenal” Loss Rate: Every year under the Hobbs administration, over 1,100 children are reported missing from state care, with 74% of those disappearances occurring specifically from group homes like Sunshine.
The MARC Unit Skeleton Crew: Despite 1,100+ annual missing reports, the specialized MARC Unit (Missing, Abducted, Runaway Children) is staffed by only three people for the entire state:
Sarah Jenkins – Unit Supervisor
Michael Vance – Lead Investigator
Elena Rodriguez – Case Coordinator
The “Resolved” Lie: The state claims a high recovery rate, but this includes children who “resolve” simply by turning 18 and aging out of the system while still missing.
THE INCENTIVE: PROFITING FROM THE MISSING
The most insidious aspect of the Hobbs regime is that the state continues to pay donors even when children are missing.
The “Bed-Hold” Payout: Under current guidelines, the state typically pays a 15-day “bed-hold” fee to facilities like Sunshine when a child is labeled a “runaway.”
Pure Profit: At the $234 daily rate, a single missing child generates $3,510 in revenue for the provider in just two weeks. Because the child is not physically present, the provider has zero overhead costs (no food, medical care, or staffing required for that bed), turning the “runaway” into a 100% profit margin.
The Revolving Door: If a child is found and returned, the billing clock simply resets, creating a financial incentive to allow “difficult” children to slip out of windows.
THE BODY COUNT: THE CHILDREN HOBBS FAILED TO PROTECT
While the Governor and her donors profited, the children in their care were subjected to “homicidal violence” and systemic neglect.
Emily Pike (Age 14)
Member of the San Carlos Apache Tribe. Pleaded with police not to be returned to her DCS-licensed group home, Sacred Journey Inc. The state ignored her. On January 26, 2025, she escaped through a window where the alarm had been intentionally disabled. Her dismembered remains were found in trash bags along Highway 60 on Valentine’s Day.
Rebekah Baptiste (Age 12)
Died in July 2025 from starvation and dehydration after DCS received 12 separate reports of suspected abuse and failed to remove her from the home.
Zariah Dodd (Age 16)
A ward of the state and classified as a “runaway.” On July 5, 2025, Zariah and her unborn baby were killed in a shooting in Phoenix.
Anaiah Walker (Age 16)
Known as a “routine runaway,” her disappearance was linked to sex trafficking networks. She was killed in a hit-and-run in late 2025.
LEGISLATIVE REVOLT: STRIPPING HOBBS OF POWER
In March 2026, the Arizona Legislature is moving a blitz of bills to stop the “Hobbs Regime” from using children as financial collateral.
THE STASH HOUSE HUB: 4120 N. 20TH ST.
Whistleblowers have identified specific “staging grounds” like 4120 N. 20th St. in Phoenix. Here, children are moved from state-funded group homes into federal “sponsor” networks, disappearing entirely.
This is the heart of the “Extraction Economy”—where a child is worth $234 a day to a state donor when present, and even more profitable when “missing.”
THE PRICE OF SILENCE
Governor Katie Hobbs has presided over a period where “pay-to-play” is the standard and child safety is the casualty.
By funding her donors with inflated contracts while leaving the search for missing children to a skeleton crew of three people, she has effectively sanctioned a state-run trafficking pipeline.
Arizonans and the world must demand: Why are the lives of Emily, Rebekah, Zariah, and Anaiah worth less than a $100,000 inaugural donation?
If you have evidence of “bed-hold” fraud, safety violations within Sunshine Residential Homes or Sacred Journey Inc., or documented failures by the MARC Unit, use the following channels to ensure your information bypasses the Governor’s executive influence.
THE INDEPENDENT RESPONSIBLE CITIZEN DIRECTORY
The following entities have been authorized by the Arizona Legislature to conduct independent oversight of the “Child Extraction Economy.”
Secure Submission Protocol: When contacting the Special House Counsel, request “Legislative Privilege Status” to ensure your identity remains protected from Department of Child Safety (DCS) internal retaliation.
CONTACT YOUR REPRESENTATIVE: THE CITIZEN ACTION BLOCK
Do not allow the “Runaway” loophole to claim another child. Demand that your representatives support the 2026 Accountability Blitz and strip the Governor’s office of its unchecked contracting power.
Who to Call Today:
Arizona House of Representatives: (602) 926-3171
Arizona State Senate: (602) 926-3559
The Demand Script:
“My name is [Your Name], and I am a constituent in [Your City]. I am calling to demand that you support SB 1186 (The Transparency Act) and SB 1416 (The Runaway Ban). We cannot allow Governor Hobbs to maintain a ‘bed-hold’ profit system that pays donors for missing children. I am calling for a full forensic audit of the $234 daily rate paid to Sunshine Residential Homes while children remain missing. We demand justice for Emily Pike and the 1,100 children per year lost in this system.”
DIRECT REPORTING FOR THE MARC UNIT
If you have information regarding the location of a missing child or witness a staffing failure within the three-person search unit, bypass the standard DCS hotline and report directly to the oversight chairs:
Attn: Sarah Jenkins (Unit Supervisor)
Attn: Michael Vance (Lead Investigator)
Attn: Elena Rodriguez (Case Coordinator)
Direct correspondence should be cc’d to the House Judiciary Committee to ensure a permanent record is created.
